Opération de recasement in situ, réinstallations soi disant limitées d’individus, sécurisation foncière avec distribution de titres de propriété a posteriori, empowerment des habitant(e)s à travers la maîtrise d’ouvrage sociale, renforcement des capacités de la société civile locale, médiation d’une ONG assurant la transparence, microcrédits solidaires pour l’accès à l’habitat en dur… le programme semble s’accorder en tout point avec les principes de la « bonne gouvernance » et les « meilleures pratiques » de la doxa internationale, censés légitimer l’intervention, et par conséquent amoindrir les effets des déplacements. En cela, le PDU mauritanien et l’opération de recasement ne sont pas sans rappeler l’ambitieux programme « Villes sans bidonvilles » au Maroc, d’une toute autre envergure spatiale et financière, régulièrement félicité et primé par les institutions internationales12.
